Your Mission
The Institutional Development Lead owns the full B2G cycle: tender monitoring, consortium structuring, proposal writing, bid management and institutional representation. You will help prepare calls for proposals and build ESA, EU and national agency proposals from scratch through to the final pitch, including geographic return constraints, co-funding requirements and consortium assembly.
In this position, you will join SpaceLocker’s team to:
- Monitor and track institutional calls for proposals across Europe (ESA, IRIS², national agencies, etc.)
- Structure consortiums, including identifying partners, managing geographic return requirements and co-funding constraints, and shaping a proposal vision aligned with broader institutional and political dynamics
- Build complete proposals (Statement of Work, budget, deliverables) through to the final pitch
- Build and maintain a strong European institutional network by speaking at panels, attending trade shows and meeting key stakeholders, in order to anticipate upcoming calls and position SpaceLocker early
- Work closely with the CEO on high-stakes lobbying and public affairs topics
- Brief the technical team on the specific requirements of submitted or awarded bids, and help ensure alignment between proposal commitments and execution

For this opportunity, compensation package is 60 to 80k€ before tax, with an additional 10% performance bonus. 5 week paid vacation, hybrid remote work.

Hard skills:
- 5 years of experience in the space sector, including experience in institutional space programs, proposal management or bid management
- Strong knowledge of the European space ecosystem, including agencies, primes, startups and clusters
- Proven, hands-on experience in consortium structuring and institutional bid management
- Sufficient technical background to interact effectively with engineering teams and help frame credible, well-structured proposals
- Fluent English is required; operational French is a bonus
Soft skills:
- Autonomous and execution-driven: you are able to build a full response from end to end without waiting to be guided step by step
- Strategic mindset: you do not only respond to a call, you help shape the Statement of Work, consortium strategy and overall proposal vision
- Strong interpersonal skills and a genuine appetite for European institutional networking (panels, trade shows, stakeholder meetings, etc.)
- Rigorous and reliable in managing deadlines, proposal workflows and regulatory deliverables
